IP Captioned Telephone Service may use a live operator.  The operator generates captions of what the other party to the call says.

These captions are then sent to your phone.  There is a cost for each minute of captions generated paid from a federally administered fund.

I know it had to be frustrating for you as well but the last two weeks has provided a much better level of communication with Dad now that things are working properly, and I can’t thank you enough for your involvement. This has been a wonderful service for my brother. Previously I would go weeks, sometimes months without speaking to him because he did not like to be on the phone because he could not hear. My brother is in his early 80’s and lives alone. When COVID-19 hit I became very concerned and I spoke to his son, my nephew, and I told him that we have to insist that he get this service, that we have to be able to reach him and for him to reach us. After months of expressing our concern and our need to talk to him, he agreed. Now I can talk to my brother every day. It has been wonderful. What joy it has brought both of us to be able to pick up the phone and call each other. This service has made so many in the family happy. He now wonders why he did not agree earlier.
